Job Description

Action Against Hunger (Action contre la faim) is a renowned non-governmental organization established in 1979 with a strong commitment to fighting against hunger. With a presence in over 50 countries worldwide, Action Against Hunger’s mission is to save lives by eliminating hunger and addressing under-nutrition through various interventions, especially during and after emergency situations caused by conflicts or natural disasters.

The organization focuses on five key areas of expertise: Nutrition and Health, Mental Health and Care Practices, Gender and Protection, Food Security and Livelihoods, and Water, Sanitation and Hygiene. Action Against Hunger has been actively providing assistance to millions of people, reaching out to 21 million individuals in 2018 alone.

Action Against Hunger is looking for a highly motivated and skilled WASH Deputy Program Manager to join our dynamic team. As the WASH Deputy Program Manager, you will play a crucial role in ensuring the successful implementation, monitoring, and reporting of our WASH projects.

You will work closely with our partners and stakeholders to provide technical guidance, oversee the implementation of activities, and ensure compliance with national and international standards. Duties and Responsibilities:

  • Coordinate and conduct assessments in accordance with project requirements.
  • Familiarize yourself with the project’s stakes, logical framework, and indicators, ensuring your team is well-informed.
  • Develop technical guidelines for project implementation and seek validation from the WASH Head of Department.
  • Plan and coordinate the implementation of project activities in collaboration with the partner organization.
  • Oversee and provide technical guidance for the WASH Hardware component, ensuring quality construction and material supply through accurate Bill of Quantities (BOQs) and effective supervision.
  • Ensure that hardware project activities are aligned with budgets and are executed according to the established schedule.
  • Supervise the implementation of project activities using ACF tools, such as Activity Progress Reports (APR) and budget follow-up.
  • Contribute to monthly budget follow-up and ensure visibility of donors and ACF on project sites.
  • Implement safety measures and rules for ACF teams and the affected population in project sites.
  • Ensure WASH activities comply with national and international quality norms and standards.
  • Provide technical expertise and support in the design and implementation of WASH infrastructure rehabilitation and construction.
  • Promote and coordinate ACF’s action with other stakeholders, including government and private authorities, while representing ACF in relevant meetings.
  • Support capacity building of WASH partners and foster partnerships with local NGOs.
  • Conduct needs assessments and actively participate in internal and external coordination meetings.
  • Identify constraints and propose programmatic improvements based on structural, economic, and other factors.
  • Contribute to project evaluations, implementing recommendations from external evaluators.
  • Maintain ongoing documentation of project progress and integrate robust monitoring and evaluation procedures.
  • Conduct KAP surveys as necessary for all projects.
  • Ensure timely reporting of WASH activities, adhering to project requirements and deadlines.
  • Provide technical and analytical support through field visits to monitor program progress.
  • Participate in the analysis and approval of activity reports.
  • Contribute to drafting proposals and donor reports.
  • Actively participate in the recruitment, training, and capacity building of subordinates.
  • Identify training needs and evaluate the impact of team training.
  • Compile project-related documents and contribute to ACF’s capitalization and technical research topics.
  • Contribute to the establishment of ACF WASH database in the mission.
  • Ensure effective databases, data analysis, and harmonized activity indicators on each base.
  • Continuously assess program follow-up methods and propose improvements.

Qualifications and Experience:

  • Possession of an Engineering Degree or equivalent in a field related to Water, Sanitation, and Hygiene.
  • Minimum of 2 years of relevant work experience.
  • Applied skills in Water, Sanitation, and Hygiene project management, including public health and engineering.
  • Proficient interpersonal skills, including team management, communication, reporting, autonomy, pedagogy, planning, and organizational skills.
