Zimbabwe Revenue Authority (ZIMRA) is looking for a dynamic and experienced Regional Manager Technical Services and Intelligence to join its dedicated team. This role offers an excellent opportunity to contribute to revenue assurance initiatives and drive effective compliance management across the organization.

The successful candidate will play a pivotal role in developing and implementing operational strategies, policies, and procedures to enhance revenue assurance efforts. Remuneration and benefits will be commensurate with qualifications and experience.

Duties and Responsibilities:

  • Leading the development of processes, systems, policies, and procedures, and executing the implementation of change and innovation initiated by the organization.
  • Coordinating with Business Sections to identify gaps in legislation, procedures, and policies for improvement.
  • Participating in the Fiscal Review Committee on proposals for legislative changes.
  • Ensuring compliance management through adherence to technical standards and all relevant legal requirements.
  • Developing and implementing investigation practices aligned with operational policy and procedural frameworks.
  • Implementing tactical strategies and delivery plans through the development of operational activities that ensure the achievement of operational targets.
  • Proactively identifying interconnected problems, determining their impact, and using them to develop and implement best practice solutions.
  • Providing periodic reports on performance against plan and progress on short-term initiatives, utilizing them to realign tactical plans and objectives appropriately.
  • Directing, controlling, coordinating, and optimizing budgeted resources to meet specific objectives and deliver agreed results and productivity requirements.
  • Implementing governance, risk, and compliance policies in the functional area to identify and manage governance and risk exposure.
  • Creating a positive work climate and culture to energize staff, minimize work disruption, and maximize employee productivity.
  • Contributing to the development of divisional budgets to minimize expenditure aligned with divisional plans.
  • Managing an integrated service culture that builds relationships sustaining good client service in line with ZIMRA’s client charter.
  • Building strong relationships through implementing service level agreements with internal stakeholders.
  • Monitoring multinational enterprises, complex sectors, and driving reforms through recommendations for legislative changes where appropriate.
  • Providing advice on the interpretation of legislation and on matters incidental to the administration of revenue and other relevant statutes.
  • Representing the organization in inter-ministerial meetings, client liaison meetings, professional seminars, and international meetings.
  • Advising and assisting the Commissioner with Double Taxation Agreements (DTAs), Memorandums of Understanding (MOUs), Trade Agreements, and Joint Commission Matters.
  • Attending technical meetings with the Ministry of Finance to review existing legislation and determine its relevance.
  • Formulating Divisional budget proposals.
  • Attending pre-budget consultative meetings and providing advice thereon.
  • Participating in management meetings, seminars, and workshops.
  • Participating in recruitment, control, development, discipline supervision, CBN, and NEC.
  • Performing any other duties as assigned.

Qualifications and Experience:

  • A degree in Accounting/Economics/Commerce/Fiscal Studies/Business Studies/Business Management/Social Sciences, Full CIS, or equivalent.
  • An MBA/MBL/MSc is an added advantage.
  • Thorough knowledge of Customs & Taxes Legislation and Procedures is a requirement.
  • At least 10 years of working experience, with at least 5 years at a managerial level in a Customs & Excise/Taxes/Revenue Assurance environment.
  • Knowledge of ASYCUDA and TaRMS is a prerequisite.
  • Possession of a clean Class 4 Driver’s License.
