Job Description

ZIMRA is looking for a dedicated and results-driven Regional Manager to join the organization’s dynamic team. As the Regional Manager of Investigations, Customs & Excise-Revenue Assurance Division, you will be responsible for overseeing revenue targets, authorizing investigations and case finalization, and implementing measures to meet set goals.

Duties and Responsibilities:

  • Develop, initiate, and approve revenue enhancement projects.
  • Set revenue targets for the regional sections.
  • Review and approve submissions to the Legal Division in response to court appeal cases.
  • Authorize raids on cases under investigation.
  • Approve case finalization and investigations plans.
  • Approve waivers of penalties and interest and payment plans beyond 6 months.
  • Approve all garnishee and asset attachment orders for debt collection.
  • Analyze revenue collections/performance on cases under investigation against targets.
  • Implement measures to meet set revenue targets.
  • Account for and report on revenue collections.
  • Approve cases selected for prosecutions.
  • Evaluate revenue performance and take corrective measures when necessary.
  • Review the revenue collection strategy and monitor regional performance through reports.
  • Identify gaps in legislation or policies and provide recommendations for fiscal reforms.
  • Convene meetings with section heads to enhance input into crafting expenditure budgets.
  • Monitor expenditure and work within the set expenditure budget.
  • Implement measures to minimize expenditure, authorize expenditure, and draft regional expenditure budget.
  • Monitor the use of assets and resources, conduct random checks on asset conditions, and source resources for the region.
  • Plan and formulate annual strategic and operational plans for the region.
  • Improve efficiency and effectiveness through systems reengineering and recommendations on procedures and legislation.
  • Appraise regional management, implement succession planning, and development programs.
  • Prepare weekly, monthly, quarterly, and annual reports and maintain accurate records.
  • Perform any other duties as assigned.

Qualifications and Experience:

  • A degree in Accounting/Economics/Commerce/Fiscal Studies/Business Studies/Business Management/Social Sciences, Full CIS, or equivalent.
  • An MBA/MBL/MSc is an added advantage.
  • Thorough knowledge of Customs Legislation and Procedures is required.
  • Minimum of 10 years of working experience, with at least 5 years at a managerial level in a Customs & Excise environment.
  • Knowledge of ASYCUDA is a prerequisite.
  • Possess a clean Class 4 Driver’s License.
