As an equal opportunity employer, ZIMRA invites applications for the position of Regional Manager Investigations Domestic Taxes within the Revenue Assurance Division. The successful candidate will be responsible for overseeing revenue enhancement projects, setting revenue targets, managing investigations, and ensuring compliance with tax legislation. This role offers a rewarding career opportunity within the tax sector.

Duties and Responsibilities:

  • Develop, initiate, and approve revenue enhancement projects.
  • Set revenue targets for the regional sections and analyze revenue collections against targets.
  • Review and approve submissions made to the Legal Division for court appeal cases.
  • Authorize raids for cases under investigation and approve investigation plans.
  • Approve waivers of penalties, interest, and payment plans beyond 6 months.
  • Approve garnishee and asset attachment orders for debt collection.
  • Approve cases selected for prosecutions and manage investigations on complex sectors.
  • Manage tax evasion/avoidance and fraud to enhance voluntary compliance.
  • Identify gaps in legislation or policies and provide recommendations for fiscal reforms.
  • Convene meetings with section heads to enhance input into crafting expenditure budgets.
  • Monitor regional revenue performance through reports and take corrective measures when necessary.
  • Review the revenue collection strategy and propose improvements.
  • Formulate annual strategic and operational plans for the region.
  • Ensure revenue is accounted for, expand revenue base, and minimize revenue leakages.
  • Improve efficiency and effectiveness through systems re-engineering and process recommendations.
  • Conduct performance appraisals for regional management and implement succession planning.
  • Monitor expenditure, authorize budget, and implement measures to minimize expenditure.
  • Monitor use of assets and resources, conduct random checks, and source resources for the region.
  • Prepare and maintain weekly, monthly, quarterly, and annual reports.
  • Perform any other duties as assigned by the organization.

Qualifications and Experience:

  • A degree in Accounting/Economics/Commerce/Fiscal Studies/Business Studies/Business Management/Social Sciences, Full CIS or equivalent.
  • An MBA/MBL/MSc is an added advantage.
  • Thorough knowledge of Taxes Legislation and Procedures is required.
  • At least 10 years of working experience, with a minimum of 5 years at a managerial level in a taxes environment.
  • Knowledge of TaRMS is a prerequisite.
  • Possession of a clean Class (4) driver’s license.
