Job Description

A local organization is seeking a highly capable Procurement Officer to support the Head-Procurement in ensuring cost-efficient and high-quality purchases.

With a focus on maintaining positive supplier relations and evaluating supply options, the company strives to adhere to company standards and trends in the procurement industry.

The role involves supervising staff, evaluating supply options, maintaining positive supplier relations, approving purchases, and maintaining accurate records. Remuneration details are not provided.

Duties and Responsibilities:

  • Implement procurement activities in line with company policies.
  • Secure the appropriate method of procurement.
  • Prepare Bidding Documents in compliance with the Public Procurement and Disposal of Public Assets Act.
  • Prepare Bid Notices and Short-lists.
  • Coordinate the bidding process, including pre-bidding Meetings, clarifications, and the receipt and opening of Bids.
  • Supervise the Evaluation Committee.
  • Prepare Evaluation Reports and Contract Award Recommendations.
  • Timely submission of Evaluation Reports to the Head-Procurement.
  • Draft Contract Documents.
  • Prepare Procurement Reports to the Head-Procurement.
  • Coordinate and facilitate procurement requirements in line with Procurement Policy Guidelines.
  • Pre-qualify suppliers as per the procurement policy.
  • Ensure compliance with procurement procedures.
  • Maintain healthy relationships with suppliers.
  • Liaise with Government Authorities and provide logistical support for supply deliveries and customs clearance.
  • Prepare documentation and draft correspondence for Duty and Tax Exemption Certificates.
  • Supervise, train, and develop subordinates to optimize performance.

Qualifications and Experience:

  • University degree in Supply Chain Management or equivalent.
  • Diploma in procurement and supply from CIPS.
  • At least five years of experience in a similar role.
  • Proficiency in computer applications, including Excel, Word, and Procurement Management Information systems such as SAP and ERP.
  • Strong people management skills and excellent leadership qualities.
  • Excellent interpersonal and communication skills.
  • Adaptable, flexible, able to take initiative, and prioritize competing demands.
  • Knowledge of sourcing and procurement techniques, market analysis, and negotiations.
  • Aptitude in decision-making and working with numbers.
  • Experience in collecting and analyzing data.
