Job Description

A local human rights organization is seeking a highly motivated and self-driven Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist to join their dynamic team in Harare.

As the MEAL Specialist, you will play a crucial role in monitoring, evaluating, and reporting on the organization’s activities.

Your responsibilities will include developing and implementing performance monitoring plans, analyzing data, and providing valuable insights to inform decision-making. This is an exciting opportunity to contribute to the organization’s mission of promoting and protecting human rights.

Duties and Responsibilities:

  • Compile comprehensive monitoring reports, both quantitative and qualitative, for internal and external audiences.
  • Collect and analyze data on outputs, outcomes, and impact of programs and projects.
  • Develop and manage performance monitoring plans and systems.
  • Provide inputs, information, and statistics for quarterly, annual, and other reports to the Project Management Team.
  • Ensure that project performance data is collected, analyzed, and aligned with targets and Key Performance Indicators (KPI).
  • Design monitoring and evaluation (M&E) plans, data collection methods, and procedures.
  • Oversee the effective functioning of the M&E system, including the development of relevant tools and templates.
  • Guide staff and executing partners in preparing progress reports in accordance with approved formats.
  • Identify problems, potential bottlenecks, and causes of implementation challenges, and provide recommendations for improvement.
  • Analyze monitoring and evaluation data to a high standard and ensure the results inform project decision-making.
  • Coordinate surveys, evaluations, and research activities as requested by management and partners.
  • Maintain a record-keeping and filing system for M&E data and reports.
  • Conduct Big Data analyses to identify trends, patterns, variations, and significant deviations to enhance program implementation effectiveness and efficiency.

Qualifications and Experience:

  • University degree in Monitoring and Evaluation, Data Science, Social Science, Statistics, or a related field.
  • A post-graduate qualification in Monitoring and Evaluation or a related field is a distinct advantage.
  • Minimum of 5 years’ hands-on experience in monitoring and evaluation, with a significant portion in the non-profit sector.
  • Strong research experience using quantitative and qualitative methods, particularly in human rights and governance.
  • Field experience in conducting evaluation activities, including planning, joint design, data collection, and enumerator training.
  • Advanced computer skills in spreadsheets and graphics presentations, including relevant software packages.
  • Conversant with web-based database development and data management.
  • Ability to work well under pressure, both independently and in a team.
  • Experience in capacity building of staff and partners in monitoring and evaluation.
  • Excellent writing skills, with the ability to produce comprehensive reports.
  • Strong skills in Big Data analytics, including the ability to generate interactive and comprehensive dashboards.
