The Office of the Auditor General Zimbabwe (OAG) is looking for an accomplished Director of Finance and Administration to join their dynamic team. As a key member, you will be responsible for developing and implementing effective finance and administration strategies, policies, and systems.

Duties and Responsibilities:

  • Lead the design and development of the Finance strategy aligned with OAG’s corporate goals and objectives.
  • Oversee the implementation of finance policies and systems in accordance with the finance strategy.
  • Participate in corporate strategic planning and budgeting, developing finance annual plans and budgets.
  • Review adherence to budgets and provide reports on variances with necessary explanations.
  • Assist in reviewing guidelines and collecting information for budget forecast preparation.
  • Supervise the production of accurate and timely management accounts, financial statements, reports, and schedules.
  • Ensure the preparation of accurate and timely reconciliation statements.
  • Review and maintain the integrity of the computerized accounting system.
  • Monitor compliance with statutory requirements and ensure their fulfillment.
  • Maintain complete and accurate supporting information for all financial transactions.
  • Approve the financial accounting system for cash management, accounts payable, accounts receivable, credit control, and petty cash.
  • Secure and store employees’ payroll and financial information in compliance with legislation and OAG policies.
  • Develop systems and policies aligned with the Procurement Act for procurement functions.
  • Monitor the economy and efficiency of procurement activities for goods, services, and works.
  • Monitor the development and implementation of annual procurement plans.
  • Verify and ensure compliance with laws, regulations, and policies.
  • Oversee the planning and budgeting of projects within the OAG.
  • Ensure the implementation of approved projects.
  • Set policies and procedures for administrative activities and monitor compliance.
  • Manage the fleet, ensuring economy and efficiency.
  • Ensure compliance with safety and legal requirements related to fleet management.
  • Facilitate timely maintenance of all OAG assets, including civil and electromechanical maintenance plans.
  • Provide strategic and supervisory leadership to the organization.
  • Coordinate the development and review of the annual department work plan in line with the Audit plans.

Qualifications and Experience:

  • Bachelor’s degree in Accounting, Finance, or equivalent from a recognized institution.
  • Professional qualification such as CA(Z), ACCA, CPA, or CIMA is mandatory.
  • Master’s degree is an added advantage.
  • Clean class four driver’s license.
  • Seven (7) years’ experience in the corporate/public management sector, with at least three (3) years at the management level.
