Job Description

Binga Rural District Council is responsible for the administration and management of rural affairs within the Binga region.

With a focus on providing essential services and maintaining a sustainable community, Binga Rural District Council plays a crucial role in supporting the development and welfare of the local population.

Binga Rural District Council is looking for a meticulous and detail-oriented Debtors Clerk to join the council’s dynamic team. As a Debtors Clerk, you will be responsible for managing debtors’ accounts, processing invoices, undertaking account reconciliations, and initiating legal proceedings for outstanding debts.

This role offers an opportunity to contribute to the financial stability of the council and ensure the efficient management of debtors’ records.

Duties and Responsibilities:

  • Process invoices in a timely and accurate manner, ensuring adherence to relevant financial policies and procedures.
  • Manage debtors’ accounts balances, tracking payments, and reconciling accounts receivables.
  • Negotiate payment plans with debtors, ensuring mutually beneficial arrangements are made.
  • Issue debtors’ statements and reminders, maintaining clear communication regarding outstanding debts.
  • Maintain and update debtors’ ledgers, ensuring accurate and up-to-date records are maintained.
  • Initiate legal proceedings for the recovery of outstanding debts, following appropriate legal channels.
  • Respond promptly and professionally to client queries regarding their accounts.
  • Collaborate with the Accountant to compile financial reports related to debtors’ accounts.
  • Assist in the preparation of financial statements and reports, providing accurate and reliable data.
  • Undertake any other delegated duties by the Accountant as required to support the financial operations of the council.

Qualifications and Experience:

  • A Higher National Diploma in Business Law, Financial Law, Banking and Finance, or a relevant qualification.
  • An additional relevant degree qualification would be an advantage.
  • Minimum age of 25 years.
  • At least 1 year of experience in a similar role.
  • Excellent communication skills, both written and verbal.
  • Possession of at least Class Three driver’s licence.
  • A clean criminal record.
