Zimbabwe Revenue Authority (ZIMRA) is looking for two knowledgeable and dedicated Chief Investigations Specialists to join the company’s dynamic team. In this role, you will be responsible for conducting investigations, implementing revenue enhancement projects, and ensuring adherence to legal procedures.

Duties and Responsibilities:

  • Recommend investigations to be undertaken to identify potential revenue leakages and non-compliance.
  • Develop and initiate revenue enhancement projects to meet set targets and improve operational efficiency.
  • Review submissions made to legal in response to court appeal cases and provide recommendations.
  • Recommend and supervise raids on cases under investigation to gather evidence and enforce compliance.
  • Oversee case finalization, ensuring that appropriate actions are taken in line with regulatory requirements.
  • Approve waivers of penalties and interest, following established guidelines and procedures.
  • Review and approve payment plans between 3 to 6 months for debt recovery purposes.
  • Recommend garnishee and asset attachment orders for the collection of outstanding debts.
  • Analyze revenue collections and performance on cases under investigation against set targets, providing regular reports and suggesting necessary actions.
  • Implement measures to meet revenue targets and improve revenue collection strategies.
  • Review reports on revenue collections and provide recommendations for improvement.
  • Identify cases requiring prosecution and recommend appropriate legal action.
  • Monitor sectional performance and revenue collection strategy, making adjustments as necessary.
  • Develop and manage the sectional integrity action plan to ensure compliance and integrity within the division.
  • Provide input into the management system for effective decision-making and resource allocation.
  • Manage the divisional risk by implementing risk management strategies and ensuring business continuity.
  • Monitor investigations and revenue recovery efforts in identified risk areas.
  • Lead a special customs projects team focused on post-importations and tax evasion cases.
  • Allocate special cases to the project team and oversee their management and resolution.
  • Accountable for meeting and exceeding production targets within quality turnaround time and productivity norms.
  • Perform any other duties as assigned by higher authorities within the organization.

Qualifications and Experience:

  • A degree in Accounting, Economics, Business Studies, Finance, Fiscal Studies, Commerce, Law, or Social Science.
  • Minimum of 5 years of work experience in a supervisory role in a Domestic Taxes or Revenue Assurance environment.
  • Thorough knowledge of Domestic Taxes and Customs legislation and procedures.
  • An MBA/MSc is an added advantage.
  • Familiarity with TaRMS (Tax Revenue Management System) and ASYCUDA (Automated System for Customs Data) is required.
